Franck Lebeugle

Franck Lebeugle was appointed as the Manager of the TV broadcasting department in June 2007 at the Conseil supérieur de l’audiovisuel.

Born in June 1974, a graduate of the Ecole Polytechnique and Ecole Nationale Supérieure des Télécommunications (Telecom Paris Tech), Franck Lebeugle has devoted most of his short career to the deployment of communication and broadcasting networks.

He began his career in 1999, in Orange group, and was responsible for the 3G license in France and Spain, on the network roll-out aspects. In 2004, he became the manager of the Parameter Setting Department in Orange France, and actively participated to the deployment of HSDPA mobile infrastructure.

In 2007, he joined the Conseil supérieur de l’audiovisuel, to organize the frequency planning and the roll-out of the Digital Terrestrial Television network. He was named as the Deputy Technical Director since May 2010, in charge of the french TV switchover project at the CSA.

Since January 2011 he is appointed as the Technical Director, mostly in charge of both FM and Digital TV frequencies planning for France.
