Clive Carter is Policy Director in Ofcom’s Strategy Team, working on issues across the communications sectors including fixed and mobile telecommunications, broadcasting and media policy. Clive is responsible for developing the overall strategy and policy priorities for Ofcom, including assessment of new and emerging issues such as the effects of over the top services on existing business models and regulation and the implications of increasing use of consumer information and data. Clive has also led a range of high profile projects within Ofcom, including the News Corporation / BSkyB public interest test and Ofcom’s work on the future for UHF spectrum usage. Prior to joining Ofcom, Clive was a management consultant at KPMG providing strategic advice for a wide range of organisations in and around the communications sector.
